Niger State Civil Service Commission has directed all Ministries, Departments and Agencies (MDAs) to forward their recommendations for the promotion of eligible officers on Grade Levels 07–14 for the January–June 2026 promotion exercise.
This was contained in a Press statement issued by the Information Officer Niger State Civil Service Commission, Hausa Adamu and made available to Journalists in Minna
The statement added that in a circular dated 3rd March, 2026, and signed by Yahaya Gulbinboka, the Perm Sec, of the Commission announced that Monday, 16th March, 2026, has been scheduled for the commencement of its statutory oversight function at promotion meetings across MDAs for officers due within the period under review.
Accordingly, MDAs are required to submit all relevant promotion documents and recommendations to the Office of the Chairman, Civil Service Commission, on or before Monday, 9th March, 2026, to ensure timely consideration.
The Commission expressed concern that delays by some MDAs in forwarding their submissions for the year ended 2025 have adversely affected the periodic promotion of eligible staff. It noted that such lapses have, in certain instances, necessitated the consideration of affected officers for double or even triple promotions in order to clear existing backlogs.
Speaking on the development, the Permanent Secretary of the Commission, Yahya Ibrahim Gulbinboka, emphasized the importance of strict compliance with timelines and guidelines.
“Timely submission of promotion recommendations is critical to maintaining morale, discipline, and efficiency within the State Civil Service. The Commission remains fully committed to ensuring that every eligible officer is fairly and promptly considered in line with established rules. We therefore urge all MDAs to treat this directive with the seriousness it deserves to avoid unnecessary delays that could affect our workforce,” the statement noted
The Commission strongly advised all MDAs yet to forward their submissions to do so without further delay and in strict compliance with established promotion guidelines to prevent postponement or denial of staff promotions.
While urging prompt action, the Commission reaffirmed its commitment to transparency, fairness, and due process in the conduct of promotion exercises across the State Civil Service.
